Library History
The first shovelful of dirt excavating for the foundation of Soutar Memorial Library was taken by Frank A. Soutar, donor of the $50,000 building to Cimarron County as a memorial to the late Mrs. Soutar” states The Boise City News on Thursday, July 24, 1958. “Others in attendance were local newspaper man, Roy Butterbaugh; contractor, Glen Baird; Kiwanis club president, AB Fincher; and president of the Chamber of Commerce, Dr. George Merkley.”
The first library cards were issued to Ronnie and Betty Wood by Mrs. Guy Board, the librarian at the official opening day, Feb 28th, 1959. Other Librarians over the years have been Edna Strasner, Shirley Barker, Gerry Sanders, Becky Wilson, Nina Hinderliter, Alma Fay Twyman and current Librarian, Judy Broaddus.
In February of 1984 a time capsule was opened to celebrate the 25th anniversary of the Library opening. The time capsule was sealed in the building wall shortly after the Library dedication in 1959.” Inside the capsule were mementos of the Soutar family, histories of several city clubs, newspaper clippings of important happenings in the county that year, and reel to reel tapes of the day’s ceremonies. Voices heard on the tapes included A.B. Fincher, master of ceremonies at the dedication, Carl G. Etling, R.J. French, Chamber of Commerce president Larry Fuller, Baptist minister, minister Quitman McCrory, Nazarene minister Jess Raines, and a vocal octet directed by Roy Butterbaugh.
The 60th Anniversary of Soutar Memorial Library was celebrated September 18th, 2018 with Kim Mizer leading with the invocation. Girl Scout Troop 5434 and 5401 presented the flag, Debbie Rice leading “God Bless America”, recognition of Guest of Honor by Avis Strasner, guest speaker Sandie Fincher Cook, and benediction by Kim Mizer.
Today, Soutar Memorial Library is still going strong. The mission of Library is to provide access to informational, educational and recreational resources that serve the community needs by providing programs and services that bring people together, foster creativity, and encourage lifelong learning.
Mission
The St. Louis County Library District was established as a political subdivision of the State of Missouri with taxing authority by an election held in April of 1946. The first library building opened in 1947 and was quickly followed by two branch locations in the heavily populated portion of North County.

Meeting are held every other month at 5:00 PM, the 3rd Thursday-February, April, June, August, October, December.
